After his baccalaureate study in physics at University of Sherbrooke, Mr. Blouin began his graduate studies at INRS-Energie, where he obtained his PhD in 1998 on the production, characterization and shaping of nanomaterials for applications in electrochemistry. He began his research career at Laval University working in collaboration with Hydro-Québec on metal hydrides.

After that period, he work at the Industrial Materials Institute (NRC) and for Minutia Group, a company specialized in nanomaterial production for various applications. Since 2007 he works at the Ministry of Economy, Science and Innovation, mainly in research partnerships where his job is to help companies develop and finance collaborative research projects.

Since December 2014, he is head of the Networking and Industrial Partnerships group.
